In roulette the price of a bet is settled the moment the wheel and the bet are chosen. In blackjack it is not. Whether a player hits, stands, doubles or splits changes the expected result of the hand, so any published edge for blackjack is really a statement about one particular way of playing it.


That split runs through the whole catalogue of casino games:


Fixed-rule games – roulette, baccarat main bets, craps line bets. Once the wager is placed the drawing rules take over and no choice remains.
Decision games – blackjack, Three Card Poker, Ultimate Texas Hold'em, Pai Gow Poker. The quoted figure assumes a strategy, usually the optimal one.
When comparing casino game odds across the two groups, a minimum edge for a strategy game applies only to the decisions it was computed for; a simplified strategy gives a different, higher number.
Spin history has no place in either group: in an independent-spin model, past results leave the next bet's price exactly where it was.


This is why one ranking rarely serves every reader. Two wagers quoted at similar percentages can demand very different knowledge and leave very different room for mistakes, and their pace and volatility may differ too. The percentage keeps its value as long as the strategy assumption travels with it.
